Ken, you are seeing it correct. It's required at both ends of the armature, front and rear. The engine section as well as the head have an acrylic tube fitted in the construction for the mounting on the armature. Rather than just a few bulkhead locations as we are use to seeing. The armature needs shimming to get a proper fit between the two and that is why it is there.
