Yes, definitely hit it with gloss before putting the decals on. The decals will go on easier on a glossy surface. They'll be able to slide around easier so less likely to rip as you position them. They also adhere better on glossy surfaces and don't silver so much.
I also combat 'murphy's law' by buying a second set of decals. If you have it you won't need it. If you don't you will.
I spray the entire model with gloss coat before and after putting the decals on. I like the gloss surface for doing the washes. They tend to spread better and are easier to fix if needed. I use the Krylon "Crystal Clear" which is acrylic and non yellowing.
